Although the minutes are not yet available, we did pass the two proposed amendments to the Lease that were suggested by YRHASC. We also had a wide ranging discussion on future goals and needs including projects that might be tackled by the present and future potential Island Fellows. Kate Power had forwarded me some information about potential up coming monies that might be available soon for assistance to new home owners and builders. Here is the summary of that: I spoke with Aaron Shapiro of the Cumberland County Community Development this morning regarding the HOME program. He will be contacting you at some point (soon, I think) to go into a little buit more detail as to how YRHC could benefit from the funds, but here is what he told me: -YRHC would be eligible for funds, even with 501(C)3 status. -There is potentially $500,000 coming from stimulus funds into CCCD for the HOME program, to be distributed only to towns in Cumberland County -The money would be primarily used for mortgage assistance, whether it be for first-time home buyers, negotiating second mortgages or other financial assistance. -It is possible there will be money for development -Long-term affordability of housing is the main objective of the program. Since these funds are going to be available shortly it seems, we discussed last night the wisdom of getting our available properties advertised sooner rather than later so that if someone is going to move forward, this may be of assistance. We wanted to run this by your committee to see if this makes sense, even though the application process is not yet quite fine tuned. If this can work, we will begin advertising the 3 available properties immediately and have them contact ________________? to at least register an interest to begin the application process when it is ready. (chances of projects maturing are crudely estimated at the end of project description) 1. Continued support to bring the first homesteaders to fruition in our Lease program. Major obstacles to success at this time are lack of willing lenders. A co-coordinated approach (on behalf of all the island housing agencies) to banks by the Fellow might help break this serious log jam. (Project is ongoing and definite). 2. Grant work to find funding sources for additional site work on lands to be leased (examples: logging, septic work, wells?). (Project is needed and ongoing) 3. Explore funding sources for foreclosed properties and rehabilitation of same, in particular multi-family structures. (Project is a long shot – but info needs to be ready if it happens) 4. Explore the realities of owning/managing rental property as Housing Corp. (This should probably go before #3!) 5. Begin exploration of senior housing/assisted living facility/health facility to be built from scratch. Survey of residents needs would precede forward movement on this. This may be a high interest next major undertaking for the YRHCorp and/or a sub-committee being formed. (Survey and study of how to undertake such a project is a definite need). How far it goes depends on survey and study findings. Needless to say funding of same would be a part of project. 6. Baseline Data Project for Conservation Lands acquired two years ago. (Project is ready to go pending approval of Board of Directors) 7. Island Employment and how to keep work on island. This certainly would be one for all the islands. Topics might include but not be limited to marketing available skills, finding out resources to re-train islanders if needed, seeking other ways of enhancing incomes on island for underemployed folks. The ever increasing invasion of off island laborers and trades people seems crazy in a time when work is in short supply for some to many islanders. (Conceptual Project but one that could go as soon as possible). 8. I cannot believe that the ambitious beginning that the Recreation folks have crafted with great assistance from the present Fellow isn’t going to need even more intense assistance to carry forth. This is not my area of expertise, however, and such a request does not seem forthcoming from the Rec. folks! Unfortunately, this substantial list belies our abilities to pay the new commitments being proposed for Island Fellows. The budget for next fiscal year is already done, printed and ready to be voted or not at Town Meeting in a year where we are facing pretty much our first ever real tax increase of more than 10%.
