Subj: Housing Bill Bond Press Conference & Hearing
Greetings,
I am writing to update you on Bill LD 774 to create affordable energy
efficient housing stock that is before the legislature. Both the press conference
and hearing have been scheduled for next week. These two events are a big
opportunity to impact the process and show support for the bill.
Press conference:
Tuesday, March 24th at 11am at the Welcome Center at the State House.
President Mitchell and others will be speaking to the need for affordable, energy
efficient housing as well as jobs for the construction sector. Maine
Affordable Housing Coalition will release Professor Charles Colgan’s analysis of the
economic impacts of our proposal.
Public Hearing on LD 774:
Wednesday, March 25th at 1pm in Room 211 of the Cross State Office Building,
behind the State House. President Mitchell, Professor Colgan, and a number
of people speaking to economic development, energy efficiency and affordable
housing concerns will provide testimony to the committee in a session that
will likely last for about two hours. The hearing is before the Joint Select
Committee on Maine’s Energy Future.
The bill, An Act To Create Jobs and Improve Energy Efficiency through the
Transformation of Maine's Housing Stock LD 774, can be viewed at:

The purpose of the bill is to preserve and create jobs for Maine workers,
and transform Maine’s housing stock, through a strategic combination of new
construction, renovation and weatherization activities. Increase the supply of
housing that is affordable, energy-efficient and convenient to jobs and
services.
There are three central goals within this bill:
1. Economic Stimulus – Create jobs for Maine workers now, when they are most
needed, and increase economic activity to bolster declining state revenues.
2. Energy Efficiency – Reduce Maine’s carbon footprint, lower dependence on
foreign oil, and ease household budgets.
3. Affordable Housing – Substantially increase the supply of housing that is
affordable, safe, appropriately sized, and located near jobs and services.
As each of you have limited time, if you can attend only one of the events,
attending the press conference is likely to have the most impact. You are
all welcome to attend the hearing but you should be aware it will be a long
process of testimony in a full room.
