Below is an insolation map that has been cropped to show the relationship between Maine's insolation versus eastern Europe's. Germany is the world leader when it comes to solar, yet Maine receives more sun! Maine receives significantly more annual sunshine than Germany, the world leader in solar energy installations, yet is far behind to implement available renewable technology. Germany has a powerful government incentive program that financially rewards people and businesses who invest in renewable energy. The 'Feed-in Tariff' law requires utilities to pay a premium to any home or business that generates clean renewable energy. The great news is that Feed-in Tariff legislation is currently under consideration in Maine. The owners Nancy Williams and Al Mahoney have been breeding Alpacas since 1999, and currently hold a herd of 25. They opened NEWAIM in 2005 and both now work full time in the fiber business. Al runs the farm and maintains the mill. Nancy, who has been knitting for as long as she remembers, runs the mill and turns raw fiber into beautiful yarns and rovings. Last winter Al & Nancy decided to make energy efficient upgrades to their operation. They started by sealing air leaks and improving insulation. Next they decided to tackle their fossil fuel consumption. On energy they say their "biggest use is the propane used to heat the water required to wash your fiber." To address this problem, they contracted with ReVision Energy to design and install a 90 tube solar hot water system that acts to preheat the water that enters their propane fired water heater. Solar Hot Water System Operation - Propylene glycol, the heat exchange fluid in the system, gets hot in the rooftop collectors. Whenever the temperature of the collector fluid is hotter than the temperature of the water in the 160 gallon solar storage tank, the hot glycol circulates through a closed loop system from rooftop to heat exchange coil located at the bottom of the tank. The solar heated water then feeds into the propane water heater. The system is designed such that if the sun has made the water hot enough, the propane boiler will not fire. Get to Know ReVision Energy Getting to Know Lee Landry Lee was born in Bristol Connecticut but his family moved soon after to Northern Aroostook County where he spent most of his childhood. When on the island today, I also posted notice at the wharf and at town hall. While on the island I heard that some are having trouble opening the attachment. Sorry, I have not figured out how to get the text of an attachment into the body of the email on my new computer. I would appreciate hearing from anyone who might have some pointers as to how to make this happen. While receiving test applications this morning, John, Lorinda and I found quite a few open holes in our process thus far. Therefore, we have decided to hold off on proceeding with the process until our committee has had an opportunity to discuss and act on these items. There is much to discuss next Tuesday, I sincerely doubt that we will have time to administer the test process at that time. NEXT TUESDAYS MEETING IS AN OPEN MEETING. If time and discussion will permit, we will go into executive session after other pressing items of business have been addressed. I look forward to seeing everyone then! Having a quorum present, Amy made a motion to approve the 3/24/2009 minutes. Mark seconded. The minutes were amended per email request of Sandi Scheurman as follows: under Item 6.New Business, paragraph 1 change “5 years of affordable housing” to “10 years of affordable housing” and under Item 6, paragraph 4 change “then you talk with applicant to see if they’d like another available property” to “applicant may apply for property of second choice, and so on.” Amended minutes passed unanimously. Old Business: None New Business: There was a discussion about adding provisions and timeframes for candidates to obtain financing and construction deadlines to the Ground Lease Agreement (page 14 “Miscellaneous Provisions”). Mark moved to add new sub-section 14.9 “The parties agree that applicant(s) shall have up to 60 days to obtain financing to complete all exterior construction and obtain a Certificate of Occupancy. The YRHCorp may, at its discretion, extend this date for sufficient reason. Amy seconded. It was agreed that this should be a sufficient time frame. Vote: YES - Unanimous Amy made a motion to add new sub-section 14-10. “The parties agree that the applicant(s) shall have up to 12 months to complete all exterior construction and obtain a Certificate of Occupancy. The YRHCorp may, at its discretion, extend this date for sufficient reason. Ruth seconded. It was stated that this time frame seemed to coincide with current building permits and would be sufficient. Vote: YES - Unanimous Next on the agenda was Island Institute Fellow options. Kate Power, Long Island’s current Fellow will be done at the end of summer. Mark stated that Mary Terry, an Island Fellow who has worked on Peaks, is interested in working on Long Island this fall. He said it was important to have a list of all potential projects we could ask her to work on. We discussed the following possibilities: YRHC rental properties and the potential of the Beach Ave House, Senior and Assisted Living, Baseline data for LICLOC Conservation Easement property (Leah said she would put this on LICLOC’s next agenda), and Island employment. Ruth said she would talk to Kate P. to research what is on Peaks, Chebeague and Vinylhaven for Senior and Assisted Living and grants and funding for such projects. Kate is already researching grants for the YRHCorp. The next item for discussion was when to start advertising the YRHousing properties. Mark made a motion to begin advertising the two lots on Fowler Road and one lot on Garfield Street which the YRHSelection Committee would be accepting applications for July 1, 2009. Amy seconded. It was discussed that July 1 should work and Mark will email the YRHSC to inform them. The vote was unanimous. Finally, there was a discussion about Phil Fabiano’s offer to install septic systems on the YRHC land to have the land reading for construction which may help with individual’s financing. Mark thought one draw back to having the septics installed before a candidate had been approved for the lot was it may restrict the applicant as to where their house can be located. Leah stated there also is the issue of clearing the properties for septic installation and who would be responsible for that. It was agreed not to rule out the offer entirely, but it would need more research. Amy motioned to adjourn. Mark seconded. All in favor. Meeting adjourned at 8:20 pm. There is a Rural Development Loan that covers all local communities except Portland and South Portland. Of the islands, only Long and Chebeague quality. No money down and the rate is 5 1/8%. For $150K house it comes out to monthly mortgage payments of $816.26. Add in property tax ($825/yr?) and mortgage insurance ($40/mo) and subtract the $8,000 credit from the government and it's still cheaper than a lot of rentals. Two people earning $10/hr each can qualify. It's for first-time home buyers but that includes anyone who has not owned a home in the last 3 years. I need the support of one more committee members to make this meeting happen. Therefore, I am emailing to ask for your support and to explain my reasons for this request. At the joint meeting of YRHCorp/YRHC held on April 7, 2009, the group voted to start advertising YRHousing properties. However, the definition of where and how to advertise may not have been discussed as it is not included in the minutes of that meeting. Certainly, if the topic was discussed, there is no public record of it available. On April 25 the Notice of Building Lots Availability was emailed to housing committee and yrhasc. At the top of this email was a note indicating "please spread the word to others not in the YRHCorp who might be interested." This interpretation of notice appears to align with a notice of meeting for committee purposes. This however, is the first Public Notice for parcel availability in the YRHousing program. For this purpose, this interpretation of notice and posting of notice is much too narrow in my opinion. It sounds more like a whisper than the sound of a triumphant bugle. It does not give me the impression of serving the entire Long Island community in the broad sense. Rather, it appears to serve a small group of citizens who have been involved in development of the program over time. It is my understanding that this impression is exactly what we do not want the citizens of Long Island to perceive of the YRHousing program. In the interest of clarity, and to insure that all future public notices for the benefit of the community at large are indeed addressed to the community at large, I am requesting a meeting of YRHCorp Trustees for the purpose of clarifying the process for posting of a public notice.
