<p class="MsoNormal"><span style="COLOR: #1f497d; FONT-SIZE: 11pt">You definitely need to have a committee that is willing to look at incomes that is the primary criterion for this housing, and our rent is set at 28 percent of their yearly income. </span></p>

<p class="MsoNormal"><span style="COLOR: #1f497d; FONT-SIZE: 11pt">We set up a separate 5-member review committee with no people on it from the affordable housing group, but one from the CICA Board, and then tried to keep hands off. The members were respected people in the community who would not go around talking about who had applied and how much income they had. They took the job seriously, indeed they were quite strict about evaluating whether the applicants would be suitable tenants no bleeding heart liberals.</span></p>

<p class="MsoNormal"><span style="COLOR: #1f497d; FONT-SIZE: 11pt">Initially they wanted more guidance than the eligibility criteria gave them, so with their help we worked up a matrix giving points for various things mentioned in the eligibility criteria. The one Ive attached was actually from the second round of renting 226. By that time, they had decided that there would be yes/no criteria and then additional points. It didnt take the place of more qualitative evaluation of the applications, but it gave a first cut. This seems to have worked well.</span></p>

<p class="MsoNormal"><span style="COLOR: #1f497d; FONT-SIZE: 11pt">As far as incomes went, we asked the applicants to provide us with first page of their most recent 1040 income tax return, and used line 21 adjusted gross income for setting the rent. Also the application itself asked about income, assets and debts, which produced somewhat different information.</span></p>

<p class="MsoNormal"><span style="COLOR: #1f497d; FONT-SIZE: 11pt">The tenant is also responsible for paying the utilities as well as the rent.</span></p>

We are at a point of selecting potential candidates (for rental housing/option to own)should we be successful in gaining grant money to build it. While we have an application/selection committee that developed selection criteria for our original lease/homestead program, there is much hesitancy with folks to examine other folks finances for eligibility for this MaineHousing program.
