There will be a public hearing on a bill submitted by Hannah Pingree
this Friday, LD 762: An Act to Enhance a Community&#x27;s Capacity to Support
Affordable Housing. =20

Hannah has asked the Coalition for Coastal Workforce Housing steering
committee members to forward this information on to as many folks as
possible.  This is a local option real estate transfer tax bill-
allowing a 1% tax on homes sold over $500,000 to be used for local
affordable housing efforts. If you are unable to attend the hearing in
person, you may also provide written testimony.  Please send your
testimony to me, via e-mail, by Thursday afternoon (see talking points
and links to preparing testimony below).  The hearing is scheduled for
10 AM, Friday, March 2nd, room 127 in the State House in Augusta.

Hannah thinks that the realtors will be there in full force so it would
be great to rally as many people as possible from islands and coastal
communities who experience a severe lack of affordable housing.  It
would be especially helpful to have some experts from affordable housing
groups speak to the need (Chris Spruce, Liza Fleming-Ives, Cyndy Carney,

Here are some talking points:

What does affordable housing mean to island, coastal and workforce
communities?  Islands require unique solutions to most challenges.
While there are many programs that help address affordable housing on
the mainland, many of these programs exclude islanders because of
eligibility requirements.  While islanders may earn more than upper
eligibility requirements, the following statistics hold true:

=20

*      The median price of a home in Maine has increased by 54.8% over
the past four years.

*      On Maine islands, median home prices have increased by 71.7% over
the same period.

*      In 2005, the median home price on Maine&#x27;s islands was $272,500.

*      To afford a median-priced island home in 2005 required an income
of $85,035 - more than twice the actual median income in Maine&#x27;s island
communities.

Islands depend on families and children for the viability of a
year-round community.  Many young people who grow up on islands cannot
afford to stay on the island to raise their families because due to the
lack of affordable housing.  Many islands are facing an aging
demographic, with few young families.  To encourage young families to
move to the islands requires affordable housing.  Also, as islanders age
and property taxes rise, the elderly are faced with an increased
financial burden while living on a fixed income.  Island communities are
interested in constructing affordable housing units that will keep the
elderly in their communities as long as possible.

Assessing an additional 1% local option transfer tax will provide needed
revenue for island affordable housing non-profits to purchase land and
construct affordable housing for individuals, families, the workforce
and the elderly.
